The Architectural Group (RI Conservation, Grange Road)

As the coordinator for the RI Conservation Architectural Group, I've assembled a diverse team of experts and advisors to provide a balanced perspective on conservation efforts. Our advisory panel includes esteemed figures such as my former NUS tutor Mr. Tay Kheng Soon and Professor Heng Chye Kiang the current Provost’s Professor at the College of Design and Engineering, National University of Singapore. Their roles are primarily to offer historical insights and strategic guidance on our approach.

The group also comprises non-architects like Dr. Gerard Chuah, cellist Leslie Tan, Dr. Vincent Chow and Dr. Chung Shih Hoh. Their expertise is crucial for understanding the needs and preferences of both professionals and the general public to achieve a balanced view. 

Furthermore, our members hail from various backgrounds, including graduates from prestigious institutions like Raffles and other colleges. This mix ensures a comprehensive range of viewpoints, integrating both alumni and non-alumni perspectives. We've made a conscious effort to include female architects to contribute diverse perspectives, enhancing our discussions and decisions.

Overall, the composition of this group is deliberately structured to foster a holistic and inclusive approach to the conservation of RI, reflecting a wide array of opinions and expertise. Our focus has been on ensuring the team's diversity and its capability to offer well-rounded views on conservation matters.



 

Mr Tay Kheng Soon (Adviser )

Tay Kheng Soon, born in 1940, is a practicing architect and former adjunct professor at the National University of Singapore Architecture School. He was president of the Singapore Institute of Architects from 1990-1993 and founding member and chairman of SPUR (Singapore Planning and Urban Research) from 1970 to 1971. He graduated from the School of Architecture (present Singapore Polytechnic) in 1964 and is currently undertaking fundamental design research about Rubanisation. He is a public intellectual who held many visionary views on the built environment and urban design.


Professor Heng Chye Kiang (Adviser)

Professor Heng Chye Kiang is the Provost’s Professor at the College of Design and Engineering, National University of Singapore, where he was the former Dean of School of Design and Environment (SDE) (2007 to 2016) and the Head of its Department of Architecture prior to his deanship. He teaches and researches urban history, sustainable urban design and planning, and publishes widely in these areas. Professor Heng has served on the boards of government agencies including the URA, HDB, CLC, JTC, BCA and advises academic institutions like SIT, NAFA, CUHK and HKU. He is currently appointed Honorary Professor at CUHK and has been appointed Visiting Professor at Hanyang University (Korea), Keio University (Japan), Southeast University, Chang’an University, Xiamen University and Tongji University (China) and EAVT (France). He has served as a jury member in numerous international design competitions and on several editorial boards of international journals. He is also planning consultant to several award-winning urban planning and design projects in Asia.

Dr. Gerard Chuah (Member)

Dr Gerard Chuah, a former Public Service Commission Local Merit Scholar, obtained his basic medical degree in 1988 from the National University of Singapore (NUS) followed by his Fellowship of the Royal College of Surgeons of Edinburgh (FRCS Edinburgh) in 1993. 
In 1994, he obtained his Master of Medicine in Ophthalmology from the Postgraduate School of Medicine, NUS. He subsequently obtained his Advanced Specialty Training Fellowship in Vitreoretinal Surgery in 1997 at University of Toronto and New York Eye and Ear Infirmary.
Upon his return to Singapore, he obtained his Fellowship of the Academy of Medicine, Singapore and was accredited as a specialist in Ophthalmology in Singapore in 1998.  
Dr Gerard was the former head of the Alexandra Hospital Eye Service, former Head of Business Development of the Eye Institute, National Healthcare Group as well as Chairman of the National Kidney Foundation Children's Medical Fund from 2001-2005.​Recognized for his experience and expertise; he is a visiting professor to the Qingdao Hai Ci Group of Hospitals and a former visiting lecturer to the Shanghai Ren Ji Hospital Group. Dr Gerard Chuah is accredited and registered as a specialist in the United Kingdom and Hong Kong.   Currently founder of Total Eyecare.

Cellist Leslie Tan

In a career that has included orchestral, chamber and solo performances; from contemporary and cross-disciplinary works to historically informed performances, Leslie Tan is sought after both as pedagogue and concert artiste. 
He has performed to critical acclaim in festivals including the Tanglewood, Melbourne, and the Edinburgh Festivals; and at major venues worldwide, like the Seiji Ozawa Hall, the Berlin Philharmonie Kammermusiksaal and the Wigmore Hall. 
Through ProjectArtitude, and as a Citizen Ambassador of the Singapore International Foundation, Leslie works with the underprivileged and disenfranchised in the region.
He is also the artistic director and co-founder of the Bach-in-Bali Festival and a founding member of Singapore’s premier chamber ensemble- Red Dot Baroque.

Dr. Vincent Chow (Member)

Dr. Chung Shih Hoh (Member)

Dr. Chung Shih Hoh is a multifaceted composer, sound artist, guqin player, and music educator based in Singapore. He has an extensive background in music, with a Ph.D. in Music Composition from the University at Buffalo and a Bachelor's in Music Composition and Analysis from King's College London. Chung has been working as a freelance composer since January 2019, as indicated on his personal website chungshih.info.
Prior to his current role, he served as a Lead Teacher at Raffles Institution for nine years, and also as Head of Aesthetics there for a year. His academic contributions include positions as a Visiting Professor at the Singapore Institute of Management Global Summer Institute and at SUNY Buffalo.
Chung has a strong presence in the educational field and is endorsed for his skills in public speaking, indicating his ability to engage and communicate effectively. 



Koh Wei Kiang (Member)

Koh Wei Kiang is a Senior Principal Architectural Associate working in Surbana Jurong Consultants, and previously from CPG Consultants. Over the past 17 years, he have done urban design and planning projects, as well as architectural projects, in Singapore, Vietnam, China, Kazakhstan and Malaysia. His interest is in following through with a project from the planning level all the way to implementation and completion, and projects that involve transport and traffic planning. Linkedin

Tan Kar Eng (Member)

Tan Kar Eng is an accomplished designer with a distinguished educational and professional trajectory. An alumnus of the esteemed Raffles Girls' School (RGS) and Nanyang Junior College, Tan further honed her skills at the National University of Singapore's School of Architecture. Her career is marked by a significant international dimension, with eight years of enriching professional practice in dynamic settings such as Hong Kong and China, where she contributed to various notable projects.

Upon returning to Singapore, Tan brought her extensive experience to WOW Architects enhancing her expertise in cutting-edge architectural design and execution. With a vision to pave her own path in the industry, Tan founded her own firm, Jiu Dong, where she currently leads as the founder and principal designer. Under her leadership, Jiu Dong has carved out a reputation for innovative design and a thoughtful approach to architecture that resonates with the urban fabric of Singapore.

As a Singaporean design practitioner with a penchant for traditional design principles infused with contemporary practice, Tan Kar Eng is a welcome member of the group serving as a neutral voice and civil society advocate. 

Arch. Chin Kin Keong (Member)

Kin Keong is a RI alumni and is an architect who has been working on various projects in his private and personal capacity since graduation from NUS B. Arch (Hons) 1991

Arch. Teh Tien Hwa (Member)

Architect Teh Tien Hwa has more than three decades of experience in the field of architecture. A graduate of the NUS School of Architecture, Teh considers himself privileged to have had the opportunity to work on notable projects such as the School of the Arts (SOTA), the upgrading of Changi Airport (T2, 2003), and various MRT station designs.

As the founder of Studio Enjin, he is committed to serving the community and has actively supported the development of senior day care facilities in Singapore. Teh is dedicated to finding a balanced approach that merges Singapore's architectural heritage with contemporary design.

We warmly welcome Architect Teh Tien Hwa as a valuable member of the RI Conservation Group, where his wealth of experience and dedication will contribute to our collective efforts. He serves as a neutral voice and advocate for civil society within our community.

Mo Wenyi (Member)

Mo Wenyi graduated from the National University of Singapore with Master of Art (Urban Design) in 2019. She has experience in planning & urban design in different scale in Asia (mainly in China, Singapore, and India), such as sustainable city, conceptual integrated development, new town master planning & design of large scale and industrial design,  green building design, architectural design etc. Linkedin 


Liu Zhi Lin (刘之琳) (Member)

Ms Liu graduated from The National University of Singapore with a master’s degree in urban design. In 3 years of working experience, she was involved with various master planning and urban design projects in China, Singapore, Cambodia and India. She participated in the regional planning and conceptual urban design of Paya Lebar New District in Singapore in cooperation with JTC, won the Silver Award of Zhoushan Thousand Island Business District International Urban Design Competition and DRIA 2019 Outstanding Urban Design Award. Singapore Institute of Planners (SIP)2019 Gold Award for Student Group, etc.

Choo Meng Foo (Co-ordinator) 

Choo Meng Foo has 30 years of diversified experience in architectural and urban design works in Asian countries such as China, Sri Lanka, Vietnam, Philippines, Pakistan, and Singapore. He loved to learn and share his thoughts and had published a few books on varied topics but has yet to publish any on urban design. Presently he spends most of his time photographing birds, writing, and building communities. Linkedin
